Bilingual/ESOL Special Education Programs, About Us, Miami Dade County Public Schools

The Bilingual English for Speakers of Other Languages (ESOL) Special Education Program was created in an effort to meet the requirements of the State Board of Education vs. LULAC (League of United Latin American Citizens) et. al., Consent Decree and the needs of the multicultural/multilingual population of special education in the Miami-Dade County Public Schools.

 The current Policies and Procedures for the Provision of Specially Designed Instruction and Related Services for Exceptional Students assures the appropriate identification and placement of English Language Learners (ELL) students of special education . The Office of Special Education, Alternative Outreach, and Psychological Services monitors schools to ensure the appropriate identification and placement of special education students who speak a language other than English at home. Bilingual/ESOL SPED Program personnel also participate in district mediation cases as needed.

 Teachers and support personnel (e.g., staffing specialists) are trained by staff from the Bilingual/ESOL SPED Program on issues related to the identification and placement of ELL students into special education. Training is also provided to SPED personnel  to meet the requirements of the LULAC, et. al., Consent Decree.

 The Bilingual/ESOL Special Education Parent Training Program provides training to parents of students with disabilities on topics such as Disciplining the SPED Child at Home and  Inclusion. The parent training is conducted in collaboration with the Florida Diagnostic and Learning Resources System-South (FDLRS-South) by school personnel (e.g., teachers and counselors of SPED) in two languages (English/Spanish or English/Haitian-Creole) as needed.  All written information and documents provided to parents are translated into Spanish and or Haitian/Creole as appropriate through the Bilingual/ESOL SPED Program. In addition, parents of students who are Hispanic Deaf/Hard of Hearing are provided with a series of workshops. The workshops topics include sign language and awareness of the Deaf culture.

 Festival Educativo and Anbyans Kreyól are one-day conferences conducted in Spanish and Haitian-Creole, respectively. The conferences are for families and teachers and other professionals to obtain information about the services and programs available through the Miami-Dade County Public Schools and community agencies for students with disabilities.

A series of Best Practices for elementary and secondary teachers as well as Home Language Arts teachers (Spanish/Haitian-Creole) who work with ESOL/SPED students are also conducted. These workshops focus on such issues as the development of literacy skills (reading and writing) and accommodations/modifications of the general education curriculum for ESOL special education students.

Bilingual Assessors (English/Spanish or English/Haitian-Creole) funded by the Office of Special Education and Psychological Services through federal Individuals with Disabilities Education Improvement Act (IDEIA) and local funds conduct social and academic language assessments.  In compliance  with IDEIA, Bilingual Assessors conduct language proficiency/dominance assessments (LPDA) prior to the referral of an ESOL student to determine if the English Language Learners (ELL) student’s reported academic and/or behavioral difficulties are due to the process of second language acquisition. The LPDA’s are conducted in English and the student’s home language(s) (e.g., Haitian-Creole and French). An LPDA report is developed and sent to the school. The report is used by school site committees. (e.g., ELL Committee, School Support Team, Child Study Team, School Development Team) to develop appropriate interventions, and determine the need for further evaluations.

 The Bilingual/ESOL SPED Program utilizes the services of interpreters from the Division of Bilingual Education and World Languages Multilingual Team and contracts with outside vendors to assist with other languages as needed. 

On a yearly basis, selected schools are monitored to ensure that ELL SPED students are provided with appropriate instruction and services, in accordance with their Individual Educational Plan (IEP). Technical assistance and materials are provided through the Bilingual/ESOL SPED Program  to SPED teachers and/or schools who provide services to ELL special education students as appropriate. In addition, two Itinerant ESOL SPED teachers provide ESOL and/or Basic Skills in the Home Language (BSHL) instruction to Deaf/Hard of Hearing ELL students.
